Dayton Aerospace has the premier PBL capability across the industry, performing some of the largest support alternative and analysis studies ever conducted, including full PBL strategy development for the
CV-22 and Joint Strike Fighter. Realizing each program is different, we know how to fit the PBL pieces together to achieve the best solution for your program
DoDD 5000.1 requires that Program Managers shall develop and implement performance-based logistics strategies that optimize total system availability while minimizing cost. Further, a PBL Business Case Analysis (BCA) is required (USD/ATL 23 Jan 04 Memo) to justify the long-term sustainment approach. Dayton Aerospace can help each step of the way in all areas – from initial strategy development, to conducting the BCA, to acquisition strategy and contracting actions, to defining financial arrangements, to developing workload sharing via public-private partnerships – and all steps in between.
Close involvement and coordination between industry and government in all areas is required to achieve the best value solution for long-term sustainment promised by PBL. Our experts have worked extensively with industry and know the importance of aligning the proper authority to manage sustainment performance with the responsibility for delivering that performance. We can facilitate the relationship to ensure concerns of industry are met while exceeding the requirements and expectations of the government.
The direction to pursue PBL does not relieve the government from long-time requirements in Title 10 USC relating to core designations and meeting 50/50 restrictions. Thus a carefully crafted workload allocation strategy is critical to the success of all PBL strategies. Dayton Aerospace has the experts to support the government in developing the proper partnering and contracting approaches to meet legal requirements as well as incentivizing the contractor to deliver excellent performance over the long-term.
