Mr. John Lyle is a government acquisition expert. He served as a warranted contracting officer (CO) for the US Air Force (USAF), US Air Forces in Europe (USAFE), and US Special Operations Command (USSOCOM). He led and/or participated in many formal source selections and sole source contract negotiations and awards, and in post-award management for weapon systems contracts.
Significant Career Accomplishments
Responsible for co-leadership of about 12,000 personnel at 1,000 locations worldwide; executed contract management responsibilities covering over 19,000 active contracts valued at $5T with over $250B in unliquidated obligations.
Directly supervised 10 multifunctional SESs (Tier II and below) and led the career development activities for 12,000 civilians in 10 specialties and executed a $1.7B annual budget and all phases of the Planning, Programming, Budgeting System (PPBS) process.
Served as Acting Director, USAF Rapid Capabilities Office (RCO) Director of Contracting for nine months through the SES competitive selection process; oversaw award of the $100B Long Range Strike (LRS) bomber contract, successfully defended GAO protest, implemented new contract.
Convinced Defense Procurement and Acquisition Policy (DPAP), OSD General Counsel, USSOCOM Commander, and Acquisition Executive to concur with reinstatement of a $5B service contract previously terminated for convenience because of protest; provided data to convince the USAF debarment official to suspend protester because of unethical behavior. Led successful transition to new contractor after 10 years. Oversaw completion of 220 task orders valued at over $247M to prevent loss of logistical services for Special Ops.
