The key to a successful acquisition is focusing and integrating the government team’s efforts using a disciplined and structured development process that: focuses on user requirements, leverages early exchanges with industry, identifies meaningful discriminators, ensures all sections are tightly correlated and accommodates the industry proposal process. Cost/Capability Trades

Our seasoned experts support delivery of cost-effective solutions through deliberate trade-off analysis between operational capability and affordability.

Dayton Aerospace has developed a cost/capability trade-off analysis process that facilitates communication, aids decision making, and documents decisions. We provide multi-objective decision analysis (MODA), using cost and military utility for a broad range of alternatives that results in a trade space between cost and warfighting capabilities. Our models provide an excellent approach to defining requirement value, normalizing alternative performance, and engaging in cost trade-off discussions. We address the full spectrum of cost capability trade analysis by identifying cost and operational effectiveness drivers and the relative value in terms of warfighting capability (i.e., mission tasks, measures of effectiveness), and integrating cost and military utility to illuminate the trade space.

Source Selection Support

Our experts are former Source Selection Authorities (SSAs) and members of Source Selection Advisory Councils (SSAC) and Source Selection Evaluation Boards (SSEB).

Following government service, we’ve applied our experience as SSAs and SSAC and SSEB members while supporting government solicitation and industry proposal teams. Our involvement in your source selection process will result in a defendable award and a successful, executable program. Our subject matter experts can assist government teams in evaluating contractor proposals, documenting the decision, presenting the decision to the SSAC and SSA, and preparing for debriefings to all offerors. Sole Source Justification

Law and regulation establish “full and open” competition as the preferred buying method—but it’s not always the best strategy.

Our experts have hands-on experience serving as acquisition strategy approval authorities and as senior staff reviewing and recommending approval or disapproval of sole source justification and approval (J&A) documents. Our senior program managers and contracting professionals wrote and reviewed countless numbers of these determinations during their government careers. Dayton Aerospace’s in-depth understanding of government and industry demands, and market capabilities provide a unique perspective from which to analyze the facts surrounding a requirement and assess the likelihood of successfully justifying a non-competitive strategy.
