Matthew Ghormley is a seasoned public service leader and Headquarters Air Force Reserve Command (AFRC) Colonel with extensive experience leading complex, geographically dispersed organizations, overseeing thousands of personnel and multimillion-dollar operations. His expertise spans program management, defense acquisition, joint requirements, human capital development, and organizational leadership. As a Professor at the Defense Acquisition University (DAU), he became a recognized curriculum development expert, designing enterprise-level training programs and online learning modules reaching hundreds of thousands across the Military Departments, Defense Agencies, and Combatant Commands. Significant Career Accomplishments
Lead AFRC/A3 Individual Mobilization Augmentee and subject matter expert (SME) for operations training, requirements, and sustainment; analyzes aircrew management initiatives and develops action plans to enhance operational readiness within AFRC units.
Directed and prioritized operations for a 1,200-person 507th Air Refueling Wing, with a $600M total budget authority and eight KC-135R aircraft, spanning 21 directorates including operations, maintenance, human resources (HR), police and fire departments, medical personnel and facility, emergency management, etc.
Directed 200+ personnel, four KC-46A squadrons, the Mission Planning Cell, and led the operational integration of the KC-46A Pegasus into the US Air Force (USAF) inventory.
Led 931st Operations Support Squadron responsible for integrating diverse support functions essential to mission execution, including intelligence, aircrew training, scheduling, tactics, and operational planning.
As a faculty member and government civilian at Defense Acquisition University (DAU), Defense Systems Management College (DSMC), instructed students from throughout the Department of Defense (DoD). Primarily focused on the joint capabilities integration and development system and its overall interaction with both the planning, programming, budgeting, and execution (PBBE) process and the defense acquistion system.
Advised the Chief of Air Force Reserve on strategic planning, programming, budgeting, and execution for $3B budget; executed and directed USAF Reserve base programming and budgeting decision-making scenarios. Provided oversight of Reserve requirements and integration into Total Force initiatives.
