Mr. Sandmann has over 35 years of military and airline flight operations experience. He has provided continuous support to the KC-46 system program office as a Federal Aviation Administration (FAA) flight operations subject matter expert (SME), ensuring the KC-46 program meets the operational and maintenance FAA requirements as a commercial derivative aircraft (CDA). He has twenty years of experience with FAA type certifications and airworthiness for CFR Part 25 Transport Category aircraft specifically the Boeing 767-2C.
Significant Career Accomplishments
Fundamentally changed the USAF aircraft maintenance culture from KC-135 to the KC-46 tanker. Member of the continuous analysis surveillance system (CASS) team, which received and analyzed maintenance data to optimize the efficiency and effectiveness of the maintenance program. Created a USAF technical order that contains the General Maintenance Manual (GMM) procedures that are unique to the KC-46.
Helped to create the Federal Aviation Administration (FAA) GMM for the KC-46 tanker program. This manual allows the KC-46 program to "meet the intent" of the FAA requirements. Participating member of the KC-46 CASS team, an FAA requirement for the KC-46 program.
Prepared special military flight releases (MFR), standard MFRs, and civil aircraft operation verification letters. Conducted airworthiness assessments of contractor owned and operated (COCO) U.S. and foreign military aircraft used in the USAF/US Navy (USN) Adversary Aircraft inventory. Responsible for initiating, writing, and distributing the Technical Airworthiness Report of Airworthiness Assessments of Contractor Owned/Operated aircraft to engineering.
Responsible for the new Boeing 747-8 aircraft modifications concerning technical performance, cost, and schedule. Inspected two 747-8 aircraft for airworthiness compliance to FAA regulations in October 2017 at Victorville, California. Provided a monthly risk, issue, and opportunity report to the Integrated Product Teams (IPT) in the program office and to Boeing upper management.
